Only RED I see is as follows: Fuel Pump Relay pin1 (30) B+ Latched Relay pin1 (30) Cooling Fan Relay pin1 (30); opposite side of vehicle.

88 Electrical Manual shows no RED going to O2 Heater Relay. 88EM should be the same for 89.

RED w/trace can sometimes mean it switched B+ (relay, switch etc).

2.3ohms is double it rating. Either bad ballast or that just the way the meter reads. If you go to buy a new ballast bring meter with you. Measure new ballast at the store. Same reading, don't buy it. Myself, if everything works fine with the ballast bypassed leave it like that (til new ballast, if needed). Easy for me to say since it not me stranded in the center lane on the highway during rush hour traffic.

Just bypass ballast resistor (connect wires at ballast together). Purpose of ballast was for pump noise reduction/could extent pump life.

Ohmmeter will tell you if ballast is OPEN circuit. Disconnect wires. Good reading would be ≈1.1ohms.

Are the Horns and Wipers on that list of things that don't work? If so, check IGN SW (BRN wire) for melted connector.

Fuel Pump Ballast Resistor Terminal (BAL)

RADIO fuse is what protects that ACC outlet. Happy PO didn't up the amp rating on that fuse. This set up runs Fuel Pump motor current thru the IGN SW, thru RADIO fuse, out ACC outlet and then to Fuel Pump motor. It actually taps a different Fusible Link. On the Starter Relay is the ORN/BLK wire connected to the BAL terminal? Also check condition of all your fusible links. Green ones in particular.

Not sure if that would lower pressure since Fuel Pressure Regulator controls that. Definitely would lower flow rate. That a tough call. Don't know, but STFT and CLOSED LOOP seems to be handling it OK. True. Don't know best practice for this procedure.

Looks more like a scanner keypad. Wonder if vehicle has Extended Idle Switch?
