Then I would try to just drill them out. Unless they replaced them with Grade 5 or 8 fasteners, it should be easy. Then helicoil the holes (or drill and tap them one size larger if you have the clearance for the head, I guess).

It might be fairly easy to drill out - the block is harder than the fastener - but you'll definitely have to repair the threads afterwards. If done correctly, welding a nut on will likely be the quicker and easier option.

Just remove the vacuum line and cap it off at the source. You don't need to do anything to the valve, since it's normally closed.
