It looks like that's coming off your EGR valve transducer. One end coming off the top of the transducer goes to the EGR valve and the other to part of the vacuum line harness. If you don't have the actual harness I suggest you get it, Cruiser's tips has all the part numbers for it. Look at the end of this post for some pictures of the vacuum harness.

I've used chrome polish and a microfiber cloth with good results. I let the polish sit for a while before rubbing it.

@Maveric Spotted this one at a yard in Elm Mott, TX 1988 2wd with column shift automatic.

If it's a three piece it's a slider, fixed were a single window. Is the track all gummed up? It slides towards the passenger side to open.

If you apply 12v to your old pump directly does it spin? Nothing goes on that lower part.
