if theres heat there, theres heat at the resistor , check the connector there as well, little confused, you said relay first then resistor, which one was replaced? -

92 didn't have a clock spring, your gonna have to remove the steering wheel to find out, go to harbor freight and get a steering wheel puller that way you don't screw up the threads -
