12v jumpers direct to the pump it runs and pisses washer fluid down the leg of your pants when you test it out of the truck

There is not enough power to light a test light so I am assuming a short in the circuit. I tried bypassing delay box already with no change. Pump tests good but won't run when connected in truck. I have a varying voltage at the pump plug 10.8-11.4 when the wipers cycle and the washer is activated on the stalk. Any ideas? I'm running CV shafts in the front now. I plan to pull them for spares. Will the unit bearings from the hubs swap as spares? Ive made mistakes and tossed usable parts in the past that I wished I hadn't. Just trying to cover bases. If the steering components are in good servicable condition would they be usable? My truck is not a crawler. Just a well loved daily. I'm not planning to swap these parts immediately just saving for emergency needs. My multi function switch is broken in my current column. I was just going to install a new switch but then got to thinking maybe this would be a good time to add cruise control. Would it be easier and quicker to just swap in a different column? I have heard the cruise wires are a pain to snake through the column. Is a factory cruise control swap possible? Its a 4.0 I plan to save the motor for sure looks to me like wheels and tires should swap. Brake booster and master? Tcase, Front axle?
