It contains fumes from the gas tank and allows the engine to suck them in and burn them.  there should be a line running to it from the tank too.

For the record you can delete it.  But it's part of the emissions system so it may be illegal to do so, and you need to go to a vented cap or run the vent from the tank elsewhere.  On my XJ it is run into a small filter along with a bunch of the other vents.  I retained the restrictor/poppet valve, and it will probably smell like fuel if you don't.

I failed my last California smog check because I was missing the two connections to that canister. 

 

It is easier to just fix it with 2 hoses than go to the effort of taking it out.
