also, most any firearm can be owned by someone in certain states with the right paperwork. 50 cal rifles, full auto guns, etc. Heck, you can own a tank if you want! (though I doubt they sell them with functioning main guns)
early 86s will need the firewall mods. late ones won't because they received the firewall for the upcoming 4.0. we don't yet know the official cutoff though.

they were stainless steel and thicker than the stock metal. the pics are somewhere in the CC archives if you're inclined to have a go with the search engine. but I don't remember who it was that got them made.
I think you should pull the relay and check for constant power. someone back me up on this, but I think if you jumper 30 to 87 then the fuel pump should get power. 30 is always hot and 87 goes to the pump. I think.
people have bought them DOA so it never hurts to check.
when are you checking for power? the 12v is only sent for a few seconds after turning the key to run and then while the engine is cranking. if you pull the starter relay so the engine doesn't crank, you can have someone turn the key to start and be sure power is being sent.
