The IAC is the idle air controller. It's what lets a little bit of air in for idle when you're not touching the gas pedal. If it's shot or sticking, it won't let in any air, which is necessary for the motor to run.
It's in the throttle body, next to the TPS. You can pull it out and clean it up with an old toothbrush and some O2 sensor safe throttle body cleaner.
I've seen them, they're "universal", so you can put them on anything with 5 lugs. They scare the hell out of me. You could not pay me to use those, especially if they're not hub centric.
You wouldn't use tapered lug nuts on something that doesn't have a taper in the rim.
Seems like it hits everyone differently. My ex can't eat anything from a pig without getting sick, but no problem with anything else. A guy I used to work with couldn't eat lettuce because of it, and that was it.
WI has collector plates, I believe Brent paid $200 for them, and they never need to be renewed. I think the only restrictions are no towing, no more than 500lbs in the bed, and can't drive it in January.
It's definitely not acting completely normal, but it's a lot better. CEL hasn't come on, and the converter seems to be playing nice.
Still getting an occasional 'snap' when starting out, like it forgot to go into gear, but it's not as bad as it was.
If you mean tags, it varies by state. You could also have a late fee if you renew after they've expired.
I was was paying $75($90 for personalized) in Wisconsin. Here in Missouri, it's $27.50.
They may be making it so it's not coming out of 4wd enough, to where things inside are not engaged, but grinding against each other.
I would just try to eliminate everything before going through the pain of pulling the case.
