This is because failing to register an imported (stolen) vehicle is a federal offense. The state police do not care to write it up and the Federales have bigger fish to fry. Stolen imports sell for cheap and you can even buy fake plates from street vendors. There's a thriving dark market around stolen imports Mexico.
