Looks like it's just a reinforcement plate for the bumper mount and uses real nuts instead of the stupid metal clip on things.  Do you have a picture of the other block you are talking about?

No I don't. I'll have to take one tommrow when I get back to working on it

The block is supposed to be there, yes.  It's there to deflect the box in case of a front-end collisions so the steering shaft doesn't, like, spear through the driver.They removed it in the HO years.

Ohh ok. I had to remove the cross member so I took it out

I second them being for the tow hooks. I had some similar from my truck that had them, my other two don’t.

Those brackets are useful if you install a larger/heavier front bumper, tow hooks or not.
I have a hidden winch I'm putting in. I'm gonna try to keep them maybe
