it works but will flake off as the rust gets worse beneath it
I sprayed a $%&@ ton of that stuff on my dj5 on my floor boards and a lot of it flaked off so I ended up sanding it back off and primer then truck bed liner

Yep I've used it on undercarriage parts. Be sure to use a wire brush to get any loose stuff off. I did it on my car that had rusty bits and it has not flaked off at all. I topped it with Rustoleum semi-gloss though. Oh, and I also used it on my rear diff on my 88 MJ, the rust reformer is under the paint:

Despite all of Rustoleum's marketing it is not meant to be painted on pure rusty metal. It still has to be sanded shiny and wire brushed. What it does do is interact with any rust left over in the pores and pits to prevent it from spreading again.

Generally speaking with products like this, it's recommend to put a layer of paint over the top. They aren't usually all that UV-resistant, or anything-resistant, really.

I used Eastwood's fast etch on my passenger side floor as well then sprayed Krylon " rust tough" over it, when it was all said and done you could see how well the combination works.
