My 89 may have had tow hooks, there is a painted sheetmetal piece located under the bumper that is pretty dinged up.

It has two slots cut in it, and there were clearly some brackets that are no longer there.  I ordered the tow hook

kit and will see if it fits.

 

Anyone know what that sheetmetal piece is called?  I'm not having much luck finding it in the manual or on any web sites.

It's referred to as a 'valance panel'  I believe it's welded to the frame so you won't find it listed in any repair manuals. Only special body shop manuals.

Here's an image of the Custom 4x4 tow hook bracket set. It's pretty much a carbon copy of the factory kit. What's not shown here is the factory bumper brackets, which are used with this kit.

The OP I think is referring to the radiator cross member piece under the bumper. It is an available replacement part and is not plastic.  :yes:   Part #1 in the diagram below:
