At this point, it appears the adhesion of this covering has failed and rust has formed on the metal floor panel under this coating. I would remove the coating as it is acting like a moisture trap and allowing the floor pan to accelerate the rust process.  Clean the floor ( wire brush, etc.), treat the floor with some type of rust inhibitor and refinish.

looks to me like truck maybe didn't have carpet so they put down a paper mat of some sort and the rust/moisture turned it into paper-Mache then covered with a carpet

Is this something that AMC did, or a PO? I wire brushed what I could. It was getting ready to rain, so, I just sprayed the exposed metal with rust converter, and will chip that stuff out when it stops raining this week.

That's what I thought, seems like some sort of resin/fiberglass. Whenever I can get back to it, I'll chip that crap out of there.
