how to post a new topic?

I can't find a way to start a new post on this site. Please help!

If you are signed in there is a green "button" above the right side of the big green bar that is at the head of  the list of topics. it says "start new topic." Press that and away you go....

 

To reply to a topic press the green button that is in the same location within a thread that you have opened. It says "reply to this topic."

OK, I'm positive there is no green "button" to start new post above the green bar over the list of post on my version of the web page.  I'm missing something, but I don't know what?

make sure your computer is accepting the site's cookies and that you're not running a script blocker.

I clicked on an existing post and asked the question as a comment to it. I replied to your comments.

I'm asking how to initiate a new post, Or is what I did the way to go?

are you on a computer or a phone?

Try clicking on Forums top left hand of page,Pick the adequate forum for your topic.Click on it see if Start new topic shows up.

I didn't notice that the list below the Forums tab are categories. I just assumed they were post.
