Looks good and interior is near mint but how do we know he didn't just roll the mileage back?

I don't believe the 91 and later odometers can be modified so easily. On the 90 and earlier you could just spin the numbers but I don't think that works for later models. It is CLEAN and the paint appears to be original. Nice silver color too. With that few miles I would want to check over it real well. trucks don't like not being driven. Ask me how I know :)

They can be rolled back, but require removing the factory sealed plastic pieces. It is really obvious when they are put back in place with glue.
