The steep was for the difference between the Intake manifold and the header. I have never seen step washer on a manifold before. Both manifolds should have flanges that are the same thickness. Also, Banks claims there's is the only exhaust manifold with the same thickness as the Intake manifold. I just gave away or 'back' the two stock XJ manifolds I have.
