it kinda looks like a floor brace that someone cut out then bolted to the inside of a bed..

That looks like a common JC Whitney aftermarket mount. Well ... common 40 years ago. They still sold them as recently as 5 years ago

I'm gonna try and rehab it. Will be functional for my beach excursions. Better than laying under the truck trying to get the spare out.
