Heater blower motor not coming on

I am working on a 89 SWB 4.0 5 speed.

I just converted to open cooling. but i do not believe the motor was coming on before this, because the heater switches were already pushed over to heat and def frost and nothing has been coming on. 

I have checked the fuses and replaced most of them. just for the knowledge of knowing they were all good. I only had a fuse checker and i when i stuck it to the back of the fuse that is labeled blower it lit up to say the fuse is getting power. 

I am not sure where to go to next and see if the blower is getting power. I got aggravated and walked away to search for problems on here. I am gonna go through my manuel and find out where the connections are. Any help is appreciated.

Before you even mess with the resistor pack -- try the blower with the switch in the high speed position. That bypasses the resistor pack. If it runs on high but not on the other speeds, then check the resistor pack. If it doesn't run on high speed, probably the brushes are worn out in the blower motor and you need a new motor.

Okay so after finally buying a volt meter i checked the connection to the blower motor itself. IT registered 11.8 volts with the heater controls on high. I turned it to off and go 0.0 volts. So i'm leaning toward the blower motor. i did not check the resistor pack because the heat was not coming on for any setting...
