what is this? vacume?

Without looking under my hood, but going by your description it would be the purge line from your charcoal cannister. That cannister traps gasoline vapors from your fuel tank. When the engine is running they get sucked in and used up.

what if u take the fuel tank off and run a fuel cell and plug the vacume from tank to canister oh i know still runs great u don't need it it is a fancy breater for the gas tank disciption above is how mine is set up and runs fine mine will soon be cold air cone filter thu the hood

If you have no need for the charcoal canister, then you can simply cut it off from the system. But regular gas tanks like to leak vapors and those vapors need a place to go rather than just stinking up your truck.

Pressure from inside the tank will push the vapors out through one way or the other. The canister and its tube give it a place to go, the charcoal absorbs the particles, and then the vapors are pulled into the engine due to vacuum from the engine.

so i need to just get the gasses back into the motor right?

Yes,, but don't burn your truck to ground getting it there. You can run a cone, I'd just cut a slightly smaller hole then the hose in the intake tube and seal it with a lil RTV. You'll be OK, but don't remove it...
