They are held in by four press-in fasteners. I used a plastic putty knife to loosen the perimeter (should have a foam strip) and then pry up from the slot in the bottom.

The vents have upside-down 'U'-shaped slots that fit over nylon retainers in the body. Just put a block of wood under the bottom edge of the vent and tap upwatd gently -- they'll pop right off.

I did this to repaint them, but when pladed back on, the seal isn't as nearly as strong. Is there a way to remedy this? I really don't want to see my vent covers going flying off on the highway

If you're talking about the foam seal, it can be replaced; it's available at any hardware store in the window insulation isle. Its purpose is to keep water out, not hold the panel in place. If the push-in fasteners aren't holding you might find them at an auto supply store.
