I'm changing out this fuel pump and the sock on the bottom of pump is not super tight on there how tight should it be?

There should be some interference....enough that it won't fall off.

The last one I changed, I had to push and twist it to get it to bottom on the pump.

As I remember, there should be a couple of small barbs in the sock collar that cut into the plastic pump and keep it from sliding back off.

It should be tight enough to hang onto the fuel pump intake without falling off until it is seated in the fuel tank sock trough.  The pressure between the hanger and the fuel tank pretty much keep the sock pressed onto the fuel pump.
