Capital Topic Titles

Why is it that no matter what is typed in the "Topic Title" the outcome always has the first letter of each word capital? Say for example I want something to read as "Fun Topics on CC", it'll show up as "Fun Topics On Cc".

Must be a hidden setting somewhere, since not all the topics are like that... yet a lot of them are.  I never really noticed, since I tend to just type it that way anyway.  German classes got me in the habit of capitalizing ALL nouns...

It is the "Preventing Yelling in Topics" feature.  It automatically runs ucwords(strtolower()) against all titles when displaying them.
