Well my gas gauge on the old gauge panel worked, so it possibly is just a bad panel. I guess I'll take it back and try to find another one. As for the turn signals haven't fixed that issue yet, going to buy some new bulbs and try those out tonight.

Doesn't the fuel guage come out of the cluster? You should be able to take the old one out and swap it into your new cluster.

I think he's saying that nothing in the new cluster is working, probably a bad cluster.

 

Might try using an eraser on the metal ribbon connectors. Those copper strips on the back of the cluster get corrosion. A pencil eraser will clean them up nicely. Same for around where the lights twist in.
