If they are cleaning,sandblasting, prepping and powder coating each wheel inside and out absolutely not. They will have at least 2 hours invested in each wheel + materials. I did all the accessory brackets, belt tensioners and pulleys for my 94 T-Bird Super coupe and I can tell you it was very labor intensive.

sounds about average. my boss had 5 wheels done for about that price

I would say that's a pretty good price. I had some done a couple of years ago for $65 each.
