Fuel issue in new to me manche

So i bought a comanche always wanted one . The previous owner told me it ran but would die . It’s been a head scratcher . It starts and stalls after about 5 seconds . Things I’ve tried

- bypassed fuel ballast resistor .

- cleaned ground behind drivers taillight

-jumpered fuel pump relay

I get 40 psi at the rail with it jumped . But with starting fluid i can keep it running . It stalls like normal even with the pump jumped . I’m at a loss here anyone ?

what's the flow rate coming out of the pump?  pressure is one thing, but if the system can't maintain enough flow, it'll die.  a clogged fuel filter, clogged sock, or a dying pump could do this.

How would i go about checking flow rate ?

I would do it at the fuel filter.  also, if you don't know how of the filter is, now's the time to change it.  in fact, I'd probably do that first.
