When you,re using a tow dolly to move another vehicle, should the front wheels be fastened on the vehicle being towed? Or let them move freely?

Depends on the dolly. Some are articulated, so the bit the wheels sit on pivots. If you have one that doesn't pivot, I imagine going around corners would put a lot of stress on the steering wheel lock pin if you leave the steering locked.

The only dollies I've ever seen have the front wheels of the towed vehicle strapped tightly to the dolly. There is no strain on the steering mechanism at all, because the front wheels of the towed vehicle don't (can't) turn.

The wheels can't turn relative to the dolly, but that doesn't mean they won't turn relative to the rest if the towed vehicle. It's not like the rear wheels and dolly wheels are moving through the same radius when you're going around corners.
