I picked up an entire new, pre-97 header panel assembly for my last MJ on eBay for less than $100. It included chrome headlight doors and grille. You can buy the same for 97-01 for a cheap conversion. I'll include a link. With shipping it's less than $150 and includes the header panel, chrome grille and headlight doors, amber marker and directional lenses. 

 

The header panel is injection molded plastic, so you can shape the corners to meet the flattened body lines of the pre-97 XJ/MJ fenders.
