Wipers Not Working..?!

Hey guys, today I noticed the wipes and windshield washer aren't working. I checke the fuse panel and couldn't find a wiper fuse? Is there a relay I should be looking for? Any ideas on the culprit?

There is a wiper 'circuit breaker'. It is about 1/4" x 1" and on the right side of the fuse block. Pull the breaker and check for rust on the terminals. I am not familiar with any procedures to check the functionality of the breaker.

If both wiper and washer fluid pump went out at the same time, it's probably the lever on the steering column.

Ok so I put a test light on position 12 on the panel where the circuit braker is and I have no power. I'm stumped. Any other ideas? The circuit terminals were very rusted and I cleaned them off and used another breaker and still nothing. I do not enjoy electrical!

Did your turn the IGN switch on?
