the connector rod for the rear proportioning valve came apart when I put new rear springs on my comanche, is this really needed? if so should I add rod for the 3" lift or can I just leave it unconnected

I would try and devise a way to keep the swing arm on the prop valve approximately level with the ground.

If you leave it disconnected you will probably have no rear brakes. Either rig an extended rod, or remove the silly thing and bypass it.
