is the fuel resistor truly bypassed during startup?

this comes from a fundamental "truth" I've known for 20 years now (and my 88 follows the logic), but I've read about a few renix trucks here and there that don't seem to follow (aka: the resistor went bad and the truck no longer started at all).  Can someone confirm it?  like with a wire diagram or something?  If the computer does indeed open up a bypass wire to give the pump a full 12 volts, maybe there is an inherent corrosion weakness that makes some trucks no longer "have it"?  or it reduces the voltage to the point of being worthless?
