Mine is just rolling around back there. Never had a carpet panel and that strap is apparently long gone. I think there's some kind of mounting brackets that hold the carpet panel in place. No clue what they look like or how they mount up.
schardein
The carpet panel attaches on the side with metal clips, 2 on each side. It also has two "feet" that bolt to the floor. One is more or less center, and the other is on the pass side. No bolts on the driver side. When removing, I remove the two bolts, and then carefully bow it out in the center until the clips on one side slip free. You are fighting the feet on the floor, the center bracket poking through, and the two brackets poking through on the driver side that are for the jack, so go slow and be patient. schardein
Here is a close up of one of the bolts. They are under "flaps" of the carpet. I have the vinyl floor in my MJ, and it also has the "flaps". Notice the foam padding on the driver side in the previous pic. That is for the jack stowage. If the truck didn't have the carpet panel, the foam pad was stuck directly on the rear wall. You will have to pull it off to make room for the foam pad attached to the carpet panel. The hole in the center is where a small bracket on the rear wall protrudes, and there is a clip that the jack handle clips into.
