In looking over my new project, I tested the washers. Nothing came out on the windshield but did come out on the inside.

 

Is there a way to get to the line without pulling the dashboard?

 

There are no leaks on engine side.

There isn't any of the hose in the dash. It's all in the engine bay.

 

Following the hose from the reservoir and see if you can find the issue.

By on the inside do you mean the engine bay or the cowl. The lines go through the firewall, and into the cowl. Pull the wiper arms off and remove the cowl screws. Pull the cowl off and you have access to the cowl. Plug your hoses back into the cowl cover and put it all back together. It is easiest to do this with the hood closed.

Your floorboard is wet because the cowl plenum drain tube is clogged up and the water has no place to drain out. When you are in the cowl fixing the windshield washer tubing, locate and clean out the drain tube.
