When I had the high idle one time. It was because I placed the vacuum lines in the wrong places and I had the same problem as you. The map sensor would bog the engine down by far from what I seen it wouldn't give you a high idle. I changed my idle speed controller because it would give a high idle at idle. And intermittently go from normal to high sitting at a stop or at a light. I say double check where your vacuum lines are located to make sure they are in the right places.

Also check by pushing the isc screw to close the throttle plate to see if there's a difference in idle. If there is play in the isc then there might be a way to adjust it. But buying a new isc is always a better option. I bought mine for $53 shipped

follow the link posted in the first reply (great info) there can be several reasons.. on my MJ it was a weak ground in the harness that runs along the firewall i removed the split duct and ran fresh grounds to both the injector ground and the second ground that has the tps and other sensors you will know the grounds by the duct tape. there is a part in the tps adjustment the has you check for the ground resistance and that was good info and tarfgeted my issue no more crazy idle sice i ran new groung leads to all the grounds in the harness . and it don't take but an hour to do it.... my 2cent
