Its called a "TIEYRE", that's how its properly pronounced, and it includes the soft part on the outside whether there's small pokey metal thingys exposed or not and it includes also the hard part in the middle, you know the part you put the nuts on! Its all one thing - a "TIEYRE". Also, another little tip for you fellas,,,,they're really hard to pull off unless you actually stop the vehicle. :dunce:
