HELP!!! crank pulley

it seems my crank pulley resents the rest of the motor. the belt is sitting one rib tward the motor and it looks like the pulley is 1\8 -1\4" forward of the other pulleys.

 

thoughts? recommendations? cause?

 

i tried turning the nut, while in gear and it just rocked the truck.

You need to replace the pulley.

That is called a vibration damper and the rubber in it has walked out causing the belt to ride incorrectly. Just buy a new one. Any local auto parts store should have what you need in stock or not long off.
