In the middle of the photo where the two braces meet there are small black dots from the pitting after I’ve sandblasted it. Is that clean enough to paint over? Or is it still going to rust?

A local body shop recommended Corroseal to me for such purposes.  I've used it with seeming success so far.  You can always try sanding it further with a flap disk on an angle grinder too.

Depends on what paint you use.  A rattlecan paints a really thin finish that recedes around pitting and such, but thicker paints like POR15 adhere perfectly well with proper preparation. And also last a lot longer and are much more resilient in general.
