Possible vacuum leak.

So I'm thinking I have a vacuum leak. It is idling at around 400 rpm and will make a whistling noise and dip down to almost 0 rpm but go up and down for a couple of seconds. I thought maybe it was a pulley at first because the whistling is the loudest in the front of the engine but seeing it surge in rpms makes me think vacuum lines. Also smells alot more like gas now while running. Where should I check for messed up lines and how do I fix them?

This is a video of where the sound is coming from. Right near the ac pulley but at the same time I do have a rough idle. I'm not sure what to check now. I checked the intake bolts and there tight.
