Also what does a homemade bed need to pass inspection? You're allowed to have a flatbed in PA. It has to cover the tires. The tires cannot stick out past the sides of the bed. It has to have proper lighting. Taillights, turn signals, brake lights, backup lights, and license plate lights if your plate is mounted to the bed. Other than that you should be fine.
