Hard time going above 55

Don't remember for certain, but I think the bolts I used are 5/16x1.5 or 5/16x2.

there is a pipe and a weld in between my muffler and cat as it sits right now, so i'm guessing its been tampered with?

edit : just went ahead and ordered what I need, cat, clamps and a new o2 sensor, anything else you think I'll need? will a cutting wheel on a grinder suffice or should i borrow a sawzall?

I would borrow a reciprocating saw for sure.  If you can't get one, you can do it with a cutoff wheel but it's a pain.

The factory cat has an outlet pipe that exits the cat, then necks down from 2-1/2" to 2-1/4", at which point it enters the inlet of the muffler. The factory used a muffler clamp on the muffler inlet.
