How to get the parking brake pedal assembly out?

The mechanism is trashed and I switched to a 97 console and hand parking brake so I want it out.  I can't get the front bolt out.  I unbolted the wiring feed down there, but still can't get that front bolt.  What size is it?  What wrench setup will work?  I can feel it but can't see it.

Please save the old mechanism.

 

I believe the fasteners are 13 mm.
