Is it possible to just hook the arm of the valve to the frame to stay in one place. Or would this screw with the brakes?

I used bailing wire to just strap the arm to itself. The important thing (assuming your valve still functions) is to have the arm about parallel with the ground.

Ditto with a zip tie. But now that I have disc brakes in the back I may have to adjust it a bit.
