make sure you clean it real well, it's likely that it will come with some nasty scale and oil on it.

If it's bare metal you may want to get some metal ready or similar metal prep. It etches the metal and makes it very receptive to paint.

I'd recommend priming before final coat. not only will it make your final finish look better, but primer will make the paint stick much better.

Make sure your painting area is clean, and you have proper ventilation.

The key is keeping dust down, if doing it outside you may want to spry the area lightly with water.

Many light costs will look better than one heavy coat.

my bumpers are spray painted, semi gloss black is by far the best chois cuz ive tried both flat(seemed pourous and always look dirty) and ive tried high gloss(it just looked sh*tty)

Flat black rustoleoum. Straight out of the can, no prep work or anything :D The whole key is many light coats. Keep in mind meatl is porous, and will absorb what ever it has been exposed to for a long time. Whatever method you use make sure the clener you use is compatable with the paint.
