Part question

I recently acquired a bucket of parts from someone with a Comanche and had some questions about a couple items. I think the wiring harness is for the headlights. I am bot sure on the black object with what appears tk be a vacuum line. It also has a connection for a plug but with a look in my truck I couldn't identify it. Any ideas?
