Transmission(?) related lines that don't connect to anything

While messing around near the dipstick this evening, I noticed a pair of lines with what look like brass elbow fittings at the end that appear over the top of the bell housing, but don't connect to anything. 

 

 

I pressed my finger against the end of them, they are open and very, very grimy inside.

 

I was wondering if these are only used with an automatic transmission.
