Basically it preloads the bushings on the shocks and prevents any walk the eye of the shock might develop over time. Some shocks use Bar Pins with c-clips, which are notorious of not fitting snuggly, BPEs are a good solution for this type of problem. Additionaly most BPEs raise(lower) the shock mount, effectively making your shocks a 1" or less longer. I use JKS BPEs front and rear with OME shocks for well over a year now.
