Dumb bumper question....

Can the front bumper be attached to the Jeep upside down? :nuts: Or is it made to go other way? I ask because there are two evenly spaced holes on the bottom of the bumper about where fog lamps would attach.

that is what it is... i looked at it again this morning... its the license plat bracket... This is why sleep is a good thing....
