Not an MJ, still need thoughts though

Alright so a friend of mine has a 2001 Honda CRV that the battery died on a week before he needed an inspection. Now that he needs it inspected, the EVAP and CAT monitors will not reset, and the MIL is off. In NY he needs those both to go active before he can get the inspection. Three people including myself have performed the drive cycle according to the Honda FSM guidelines in order to try this, and between me and him we've put 1800 miles on it since the battery died.

 

Any suggestions to get these to go active so he can get an inspection? Could it be that even though I'm warming the car up to temp, its been pretty damn cold and the car won't stay above 180*?
