High idle 1987 2.5 Canadian version

Sooooo.  Couple of start/stop engine in a row today. Now idle too high. 1987 2.5. No sign of vacuum leaks. Checked idle control solenoid, disassembled and inspected, seems ok but it is what is causing the idle as it’s pushing the throttle. Unplugging makes no difference.  Engine running very smoothly.  No other issues detected. Possible idle control valve again? Help?

Idle Speed Actuator. It’s what controls the idle speed. It’s on the front of the throttle body. It is motor driven and is controlled be the ECU. These usually don’t fall out of spec(unless fiddled with)but can succumb to being dirty inside but rare to produce a fault. Usually from what I have had happen to give a high idle is two things, one the AC relay has a failed and idle is high because the ECU knows that AC request is active or two, the vac hose at the base of the TB has come off the fitting.
