Inner Fender Splash Guard

Putting some Pocket Flares on the Jeeps and the flexable inner fender splash guards fell apart. Are these the correct ones to keep the water, mud and dirt out of the door, horn and headlite?

edit..... they also are held in place by the 9 fender flare bolts.
