Best Way To Remove Primer?

My Comanche was painted with this green primer years ago. I would paint over it but i really would like the original blue back. Does anybody know how to remove primer without removing the original paint? Recently it has been flaking off, i was told to use Easy Off oven cleaner which did work for alittle but some spots just won't leave! He is some pictures to show how this is making my jeep look ugly.
